Volunteer Properties is a ‘one stop shop’ for all aspects of property management. With three generations of effective leadership, we have a proven track record of successful asset management for residential properties across the mid-Southern United States.


Our continually growing portfolio includes over 70 multi-family communities, and our expanding client base is located nationwide. By consistently delivering outstanding service to all stakeholders, Volunteer Properties has developed long-term affiliations with numerous owners, investors, employees and even residents. 


Most recently, we added a construction management services division to efficiently complete interior upgrades, exterior improvements, common area enhancements and full-scale renovations.  Why choose Volunteer Properties? OUR STORY


BUILDING A LEGACY

Volunteer Properties has deep family roots in residential construction and property management dating back to 1951 when founder, Randall Phillips, started a construction company to build homes in the Nashville area. With the help of Randall’s children, Randy, Eddie, and Kathy, the company later expanded into apartment building construction which eventually led to the purchase of two large residential communities.

A GROWING COMPANY

By 1992, the highly successful home building division had been purchased by Beazer Homes, and son Randy formed Volunteer Properties to manage the newly acquired apartment complexes. Combining his many years of hands-on experience with the family’s trademark attention to detail, Randy quickly expanded the portfolio from two properties to four – ensuring that each community was well maintained with high occupancy and competitive rents.




ENTER THE NEXT GENERATION

Enter the next generation at the turn of the century, with granddaughter Jessie literally growing up in the business and proving her capability in a variety of roles beginning with leasing consultant. After successfully moving up through the ranks, Jessie was named President of Volunteer Properties in 2014. Carrying on the family legacy of strategic growth, Jessie broadened the company offerings to include fee-managed properties as well as construction management services.  What began as a local company now serves a client base spanning both coasts. And those original four apartment communities are now part of a 70-property portfolio across multiple states. 


LEADERSHIP MATTERS




Jessie Phillips-Costello began her career as a leasing consultant in the family business and quickly established herself as a top performer. After completing her bachelor’s degree at the University of Tennessee - Knoxville, Jessie continued to gain valuable experience in best practices at every level of the organization before taking the helm in 2014. Under Jessie’s leadership, the company expanded its offerings to include fee-managed services, resulting in steady growth year over year. Most recently, Jessie added full-scale renovation to her list of accomplishments, successfully transforming an outdated 84-unit property into a modern community attracting high-quality tenants. Upon recognizing yet another vital service her company can provide, Jessie created a Construction Management Services division to help clients complete interior upgrades, exterior improvements, and full-scale renovations.   


As an experienced affiliate broker with CAM and ARM professional certifications, Jessie actively participates in both national and local industry associations, staying abreast of real estate trends and changes. During the unprecedented pandemic, Jessie was instrumental in identifying rent assistance resources that helped hard-hit residents avoid default. She constantly looks for innovative ways that technology can improve productivity and enhance resident engagement. At the same time, Jessie takes great pride in the fact that several employees as well as residents date back to her father’s tenure.  To Jessie, the greatest aspect of her family legacy is combining its long-standing history of highly successful practices with an ongoing quest for continued improvement.
